AI for Legal: What Legal Teams’ Adoption Reveals About Governance and Readiness

Two-thirds of in-house legal teams surveyed already use general productivity AI. Yet more than half of organizations have no formal AI governance framework. Legal teams are adopting these tools while many of the rules governing their use are still taking shape.

Paragon Legal’s guide to AI adoption for in-house legal teams, drawing on survey data from more than 150 legal professionals, conversations with legal leaders, and industry benchmark research. It examines where teams are using AI, what stands in their way, and what adoption means for governance, training, and legal work.

The conditions legal teams are navigating

67% of respondents report using general productivity AI tools. 49% use AI for document drafting, and 46% for legal research.

Data security is the single biggest adoption barrier for 40% of respondents. The next-closest concern, lack of internal expertise, draws 13%.

Results vary: 44% of respondents report moderate-to-significant efficiency gains, while 14% report no measurable change. Buying access to AI and getting value from it are separate milestones.

What the research found

AI governance still has an ownership gap.

56% of organizations have no formal AI governance framework. In 38%, there is no clear owner. Legal owns governance in only 24%.

The gap goes beyond whether a policy exists. Someone has to decide which tools employees can use, what information those tools can access, and who reviews their outputs. Without clear ownership, those decisions can become fragmented across the business.

Readiness rises sharply when governance gets underway.

Teams with no plans to establish AI governance rate their readiness at 3.1 out of 10. Teams with governance in development score 6.1. Those with fully established governance score 6.3.

The largest difference is between having no plans and having a framework underway. These are self-reported readiness scores, and the relationship does not establish causation. But the pattern suggests that even beginning the governance process is associated with substantially higher perceived readiness.

Efficiency creates a new question about how junior lawyers learn.

The guide also examines a consequence of adoption that productivity measures can miss. Reviewing contracts, working through discovery, and drafting repeatedly have long helped junior lawyers develop pattern recognition and judgment. AI is increasingly being used to assist with or perform parts of that same work.

Legal leaders face a training challenge alongside the technology challenge: how to preserve the experience that teaches lawyers to spot risk when fewer tasks require them to work through every detail themselves.

Taken together, the findings suggest that AI readiness is becoming as much an organizational challenge as a technology one. The questions facing legal leaders increasingly involve not only which tools to adopt, but how to govern their use, measure their value, and develop the people working alongside them.
